Researcher of language and literature, poet (b. 18 October 1942, Çankırı). He is the son of the researcher of literature Dehri Dilçin. He completed his primary and secondary education in Ankara. He graduated from, Ankara University, Faculty of Language, History and Geography, Department of Turkish Language and Literature (1970). First, he joined the same department as an instructor of Turkish and Collection and afterwards transferred to the department of History as an instructor of Ottoman Paleography. His master’s thesis was on Rûhi Divânı-Kasideler (Complete Divan* of Ruhi –Kaside’s*). He was appointed to the Department of Turkish Language and Literature, Branch of Old Turkish Literature as an assistant in 1981. He completed his PhD in 1984. His PhD thesis was on Hoca Mes' ud, Süheyl ü Nevbahar, İnceleme-Metin-Sözlük (Hoca Mes' ud, Süheyl ü Nevbahar, Research-Text- Dictionary). He became an assistant professor in 1987 and associate professor in 1996 and then he rose to professor. He took part in the Turkish Language Association’s dictionary preparations from 1961 to 95.

His articles and poems have been published in the reviews Türkoloji Dergisi, Dil ve Tarih -Coğrafya Fakültesi Dergisi, Journal of Turkish Studies / Türklük Bilgisi Araştırmaları (ABD), Türk Dili and Osmanlı Araştırmaları and in gift books such as Ömer Asım Aksoy Armağanı (Gift to Ömer Asım Aksoy, 1978).
