Economist, highbrow, politician (b. 24th July 1933, Ankara - d. 15th June 2016, İstanbul). He was born to Hasan Bey and Lebibe Hanım on . He graduated from İstanbul Yüksek Ticaret ve İktisat School (T.N. Higher School of Economics and Commerce). He did his doctorate in University of Caen, France. He did his associate professorship study in London School of Economics and Social Sciences, London University. Upon his return to Turkey, he worked at the General Directorate of State Water Works in the position researcher.  He worked as a lecturer at the faculty he graduated from (1960). He was promoted as the associate professor (1964) and as a professor (1970). He worked at the Directorate of Social Planning Department, State Planning Organization (1968-71), at TRT General Directorate (1975) and at the Union of Chambers and Commodity Exchanges of Turkey as the chief advisor. In addition, he administered Research Division of Islamic Development Bank Islamic Research & Training Institute (IRTI) in Jeddah in Saudi Arabia.

Articles of Yalçıntaş, who speaks French, English and Arabic, have been published in newspapers and magazines such as; Büyük Doğu, Köprü, Sebil, Tercüman, Dünden Bugüne Tercüman etc. He became the editorial writer in Türkiye newspaper. He was honored with Muhammed İkbal Medal by the government of Pakistan due to his researches. Soon after, he was considered worthy of Citation of Honor Membership by MÜSİAD. In 2009 he was given the badge of “Hocaların Hocası” (T.N. the Teacher of Teachers) by the President Abdullah Gül.

He was elected as the deputy of Istanbul for Fazilet Party (FP) on April 18th, 1999 and for Adalet ve Kalkınma Party (AKP) on November 3rd, 2002.  He held office in the position of vice president of the FP. Having resigned from politics, he settled in Istanbul again. He is married with two children, one of whom is the president of Istanbul Chamber of Commerce, Murat Yalçıntaş.
