Writer and politician. She was born in 1968 in Ankara. Her childhood years passed in Istanbul, Ankara and Erzurum. After completing her secondary education in TED Ankara College, she started to study in the Faculty of Medicine of the Ankara University. She was obliged to leave her education of medicine in the second year because of the headscarf ban. She settled in USA with her family. She took computer engineering education at the University of Texas and studied master degree of public administration at the Kennedy School of Government of the Harvard University. She became a hafiz when she returned back to Turkey. She worked as the President of the External Relations of the Hanımlar Komisyonu (T.N. Commission of Women) at the Refah Party and then at the Fazilet Party after the Refah Party was closed.

She was selected as a Congresswoman from Istanbul from the list of the Fazilet Party in the general elections established in 1999. However, she was disallowed to swear because she was wearing a headscarf. The leader of the DS Party, Bülent Ecevit spoke as “Bring in to line this woman”. She was protested by the congressmen of all the parties except the Refah Party and she was forced to leave TBMM. After that, she was denaturalized and her deputyship was ended. The deputyship of Merve Kavakçı with a headscarf was shown as the reason for the Refah Party to be closed and Kavakçı was forbidden to do politics during five years.

After returning to USA, she became an academic member in the department of International Relations of the George Washington University in Washington. She worked as a columnist in the newspaper Vakit and as a consultant in the USA International Religious Freedom Commission.
