Islamic scholar (B. 1851, Fatih / Istanbul – D. 1918, Istanbul). He studied at Canfeda Hatun School and at Hafiz Pasa School (primary school) and completed his memorizing. He has read from the scholars such as Edîb Abdullah er-Rûmî (Abdi Bey), Sheikh Ahmed Temîmî, hadith writer Bingazili Ahmed Setvan Effendi, and Teacher Mustafa Sevket Effendi during his madrasah education. He has improved himself in the fields of paraphrasing, Hadith, Islamic law, Islamic word, mysticism and Arab literature. He was also ratified with recitation. He attended to Mulkiye School for one and a half year, and then he entered Darülfünun. But his education was left half finished as Darülfünun was shut down in 1871. He worked as an Aleppo and Adana provinces financial officer, Akşehir district governor, Beirut Court of Appeals Judge, chief prosecutor after the Second Constitutional period and member of High Court of Appeals.

He started writing when he was a student. First, he has written articles for the Ibret newspaper published by Namik Kemal. As Ibret newspaper was shut down, he was first imprisoned with Namik Kemal and his friends; then sent to exile to Akka Castle with Nuri Mustafa Bey (1873-1876). His exile ended when Sultan Murad the Fifth came to power. He knew Arabic, Persian and French.
