Researcher-writer (b. 1891, İstanbul – d. 7 February 1965, Ankara). He attended Beşiktaş Primary School, Fatih Elementary School and graduated from Mercan High School and School of Politics (1911). He worked as a teacher at high schools in İstanbul, civil servant at Foundations Department secretary and Kadıköy Numune School principal. He was appointed to İstanbul University as an associate professor in 1917. He became a professor of Philosophy History. He was elected Niğde deputy in 1919.

Afterwards, he worked as Teacher School for Girls, Instruction and Training Committee Chair (1926- 30), Undersecretary at Ministry of Education (1930) and teacher of philosophy at İstanbul High School for Boys and American College for Girls and İstanbul Public Education Directorate Manager.

He was elected Zonguldak deputy in 1942. He was the minister of Customs and Tekel and Interior. After 1950, he spent his time on research and writing works. During his study, he knew Mehmet Akif Ersoy, Ziya Gökâlp and Rıza Tevfik Bölükbaşı closely and found the opportunity to benefit from them. He published his articles in the reviews Yeni Mecmua (1917), Dergâh (1921), Hayat (1926), Yeni Türk and in Dil ve Tarih-Coğrafya Fakültesi Dergisi that he published.
