Islamic lawyer, statesman. He was born in Tosya/Kastamonu, in 1952. He was graduated from Istanbul Imam-Hatip School (1970), Istanbul Higher Islam Institute (1974), and Istanbul University Faculty of Law (1975). He worked as teacher and lawyer for a while, and then in 1977 he became an assistant in Kayseri High Islam Institute Islamic Law Department. In 1982, he completed his PhD. thesis “İslâm Hukukunda İcâre Akdi” in Atatürk University Islamic Sciences Faculty and he was assigned to Erciyes University Theology Faculty Islamic Law Department.

He became an associate professor in this university, in 1986 and he worked as department head and vice dean. In 1993, he began to work in Marmara University Theology Faculty. In 1994, he became professor in Islamic Law Subdivision. He worked as vice director and vice dean in Marmara Theology Vocational School. He stayed in England between 1991 and 92 and in USA in 1994.

He has more than sixty scientific articles about theologian’s religious expressions on Islamic law, Qur’an and law, religion and moral freedom in Islamic culture, Islam and democracy, Turkish family law. He attended to several national and international symposiums with papers or as negotiator. In May 28, 2003, he was assigned to Directorate of Religious Affairs.
