Folklorist (B. 1920, Tokat – D. 1995). He has also used pseudonyms such as Halil Dumluca and Muharrem Türkmen. He completed his primary and secondary education in Tokat. He graduated from Sivas First Teachers’ School (1944). He worked as a teacher in Siirt Pervari, Sivas Divriği and Sivas and was retired in 1976.

He started writing when he was in the 8th grade with his poem published in the newspaper called Yeşilırmak in Tokat. He wrote articles on folklore in journals named Yayla, 4 Eylül, Mecmua, Yapı, Sivas in Sivas. He published monthly Sivas Folkloru journal (1973-1978) and after 1978, the same journal was renamed as Türk Folkloru and was published until 1999. He moved to Istanbul in 1977. He received awards such as Muzik-San Foundation Award (1980), Ihsan Hıncer Services to Turkish Folklore Award (1981) and Turkish Folklore Studies Award (1981). He was the honorary member of Turkish Folklore Research Institution.
