Statesman and politician (B. 1901, Yenihisar / Kaşgar / Eastern Turkistan – D. 15 December 1995, Istanbul). After studying in Yakup Ahund Molla School for a period he continued Chinese schools and completed his education. In 1926 he was assigned to Andijan Consulate of China as a translator. He conducted diplomatic activities in Moscow, Kazakhstan and China. He developed good relations with the Chinese Muslim General Maarif Cun Yin in 1931 . He returned to Eastern Turkistan in 1932 and established in 1933 Eastern Turkistan Citizens Association in 1933. He published a journal titled Çin Türkistan’ı Avazı.

İsa Yusuf Alptekin continued to struggle against the Chinese invasion and came to Istanbul on the 6th of May 1939. He met President İnönü, Prime Minister Refik Saydam and Minister of Foreign Affairs Şükrü Saracoğlu. He visited countries such as India, Afghanistan, Lebanon, Iraq and Iran and told them about the situation in Eastern Turkistan and he sought for ways for the independence of the country.

21 Eylül 1944 yılında Ali Han Töre idaresi altında, Çin yönetimine karşı ayaklanan Doğu Türkistan Türkleri, Çin yönetimini 7 Kasım 1944’te Çin’e bağlı ‘Şarkî Türkistan Eyaleti Hükümeti’ni kurmaya mecbur ettiler. Turks of Eastern Turkistan revolted against Chinese rule on the 21st of September 1944 under the leadership of Ali Han Töre. They forced the Chinese government to establish “Eastern Turkistan State Government” on the 7th of November 1944 which was connected to China. When the leadership of this government was given to Turks on the 29th of October 1947 Mesut Sabri Baykuzu became President of the Government and İsa Yusuf Alptekin General Secretary. On the 17th of July 1947 Baykuzu and Alptekin were discharged because of their anti-Russian and anti-Chinese policies. Alptekin decided to leave his homeland with Mehmet Emin Buğra when Beijing was captured by communists in 1949. He settled to Turkey in 1954 and continued his efforts to explain the Eastern Turkistan Issue. The Eastern Turkistan Immigrants Association, established by him, was later turned into a foundation by him. He participated international congresses and conferences and continued to explain his cause until his death.
