Political scientist (b. March 1691, Tokyo / Japan). He attended primary, secondary and high schools at Turkey Education Foundation Ankara College. He completed his higher education at Ludwig Maximilians University (Munich), Departments of Political Sciences, Philosophy and Economics. He prepared his masters study on Planned Development in Turkey and State Planning Organization. He began working as an assistant researcher at Gazi University, Faculty of Economics and Political Sciences in 1986. In 1990, he became a doctor in political sciences with his thesis “Atatürk ve İnönü Döneminde Ordu-Siyaset İlişkileri” (Army-Politics Relations during the Years of Atatürk and İnönü). In 1993, he received the title of assistant professorship of Political Theory with his thesis "Menderes Döneminde Ordu-Siyaset İlişkileri ve 27 Mayıs İhtilali" (Army-Politics Relations during the years of Menderes and the Military Coup of 27 May)

In 1994, he started to publish the trimester international relations and strategic studies journal Avrasya Dosyası (The File of Eurasia) and served as the editor of this review. He focused on the issues of terrorism and ethnic problems from the late 1980’s. He conducted field works in East and Southeast Anatolia and Northern Iraq during the 1990’s. Between 1997 and 1998, he made research on globalization and the ethnic problems in Eurasia and gave some lectures on these issues in the University of Baltimore in Towson in the United States. In 1999, with the support of Eurasia One Foundation he founded and managed the Eurasia Strategic Studies Center, which is one of the largest strategic studies centers of the world. Alongside this post of him, he continued his duty at Gazi University, Faculty of Economics and Political Sciences. He lectured classes at the War School, Police Academy, the Academy of National Security and the Ministry of Interior Affairs. He is the general manager of Turkey-Azerbaijan Friendship Association.

His articles have been published in the monthly reviews Stratejik Analiz, Jeopolitik Gündem and Avrasya Analiz, the Review of International Affairs (England) as well as in the review Avrasya Dosyası. He is still the editor of the book series named "Ankara Papers". Prof. Özdağ, who works in the fields of security sciences, the army-politics relations, terrorism, ethnic problems, European Union, Eurasia and Middle Eastern issues, has more than 120 articles published in various newspapers and reviews as well as many copyright and translation books.
