Writer and publisher (b. 1879, Tulcea / Romania – d. 12 June 1963, İstanbul). He was also known by the pen name Tüccarzâde. His family migrated to İstanbul in 1883 and he completed his education at a local school. After trying various jobs, he started his career as a journalist on the newspaper İkdam in 1895 and then after worked for the newspapers Vakit and Tasvir-i Efkâr. He founded the Kitaphane-i İslam Publishing House in 1896.
He published the newspaper Millet in 1908, the weekly humor review Boşboğaz Güllabi with Ahmet Rasim and Hüseyin Rahmi and the weekly review Ordu ve Donanma. He published the books of many famous writers of his era at his publishing house, the name of which he changed to Kitaphane-i Hilmi and later as Hilmi Publishing House. After his death, the publishing house was closed.

He also translated from English and wrote many textbooks.
