Soldier, politician. (b. 1920,  Istanbul - d. 25 September, Istanbul). He is the father of Enis Batur, poet and author. He graduated from War Academy (1940) and Air War College (1949). He was an air chief marshal and he became the Head of Military Council (1969) and Air Force Commander (1969-1973).

He was one of the four generals who have prepared March 12, 1971 memorandum. He was elected as the contingent senator by the president Cevdet Sunay (1974). During his duty as a senator, he became a member of RPP, and was nominated for president by this party group, but he was not elected. He has written his memories in his book Anılar ve Görüşler (1986).
