Historian. She was born in Istanbul (1947). She graduated from Ankara University, Faculty of Languages, History and Geography, Department of Medieval History (1968). She was appointed as an assistant at the same department in 1968. She continued with her doctoral studies at the University of Thessaloniki (Greece) between 1970 and 1972. She has completed her doctoral studies in 1973 at DTCF Chair of Medieval History with the thesis titled “J.Anagnostis, Sultan II. Murad Dönemine Ait Bir Bizans Kaynağı”. She has conducted studies and research in London, British Museum and King’s College in 1973 and 1974. She became an associate professor in 1980 at DTCF with her thesis titled “Türk Hükümdarlarına Ait Yunanca Nâmeler ve Ahidnâmeler”. She has conducted research at Washington, Harvard Byzantinology Institute (Dumbarton Oaks) with a scholarship and gave conferences at several universities in USA between 1987 and 1988.

Delilbaşı became a professor at DTCF in 1988 and continued to work as a lecturer. She was the Chair of History Department and Subdivision of Contemporary Greek Language and Literature. She was also teaching “Byzantine-Ottoman History” lectures at Middle East Technical University. She is the member of Turkish History Institution and South Eastern Europe Research Center (Turkish National Committee President).

Her articles and translations were published in journals such as Belleten, Turkish Review Quarterly Digest, Atatürk Kültür Dil ve Tarih Yüksek Kurumu Bülteni, Association Internationale d’Ètudes du Sud-Est Européen Bulletin, Türk Tarih Kurumu Belgeler Dergisi, Turchia, Tarih Araştırmaları Dergisi, OTAM, Cogito from 1983 onwards. She participated in several national and international scientific organizations in her field and submitted papers.
