Industrial engineer, politician and statesman, congressman, minister, vice president. He was born in Ankara in 1967. He graduated ranking first from Turk Education Association Ankara College Foundation Private High School in 1985. In 1989, he graduated again ranking first from Middle East Technical University Industry Engineering Department. He received Fulbright scholarship in 1990 and studied his Master Degree in United States of America Northwestern University Kellog School Business division. He worked in a private company, which was advisor of top managers of financial sector in USA, between 1992 and 1994. He continued to work in private sector in Ankara between 1994 and 2002.

He began to his political career as the Founding Member of Justice and Development Party and he was elected as Central Ordinance and Executive Board member of the Party in 2001. He was the Ankara congressman in 22nd, 23rd and 24th Terms. He was assigned as States Minister “Responsible of Economy” during the 58th and 59th Government terms and also he was assigned as Head Negotiator to conduct out negotiation with the European Union in June 3rd, 2005. He was first assigned as Foreign Affairs Minister during the term 60th Government, and then with a revision he was assigned as State Minister and Vice President, during the 61st Government he was assigned as Vic President who was “Responsible with the General Coordination about Economic Affairs”. He is working as Vice President who is “Responsible with the General Coordination about Economic Affairs” during the term of 62nd Government.  Babacan knows English language at advanced level, he is married and has three children.
