Jurist and writer (b. 1926, İstanbul – d. 1983). He graduated from İstanbul University, Faculty of Law. He entered Paris University, Faculty of Law, Economics and Administrative Sciences as a research assistant (1959). Sarıca took part in the foundation of İstanbul University, Faculty of Political Sciences, to where he then transferred. He became an associate professor in 1969, a professor in 1982. He was a member of Turkish Workers Party (1964). He was dismissed in 1983 under martial law number 1402 and died in the same year.

It was mentioned in the articles that were written about him after his death that Sarıca, who was a specialist of international law and the history of political thought, did not discuss the area of law from a “positivist” perspective, but perceived it within its cultural, political and social structure.
