Hıfzı Topuz

Writer (b. 1923, İstanbul - d. 26 September 2023, Istanbul). 

He graduated from Galatasaray High School (1942), İstanbul University, Faculty of Law. He completed his master’s thesis on state law and journalism at Strasbourg University (1957-59) and his PhD on “Türk Basınında Haberleşme” (Communication in the Turkish Press) at the Faculty of Law in the same city (1960). Between the years 1947-58, he became news chief, then reporter of foreign political affairs and later on, chief editor at the newspaper Akşam. In 1974-75 he worked as an assistant to the general director responsible for radio at the Turkish Radio and Television Corporation. He worked as the Chief of Free News Circulation at the head office of UNESCO in Paris (1959-1983). He directed the projects such as cooperation between international professional journalist organizations, press morality, journalism training and protection of journalists. He organized seminars on journalism training in African countries, India and the Philippines. He set up rural press projects in Africa. He is a member of İstanbul Union of Journalists (founder, and chairman for a time) the Association of Communication Research (founder, chairman for a time).

His articles and interviews have been published in the newspapers and periodicals Vatan, Öncü, Millet, Cumhuriyet and Milliyet Sanat. In addition to working as a advisor at Ankara News Agency, he has worked as a lecturer at İstanbul University, School of Press and at the Anatolian University, Faculty of Open Education, Institute of Social Sciences.
