Researcher and writer (b. 1948, Vezirköprü / Samsun). He received primary and elementary education in Vezirköprü. Then he graduated from Kuleli Military High School. He left the Turkish Military Academy in the final grade in 1963. He graduated from the Gazi Institute of Education, Department of Literature in 1966. He completed his graduate studies at Anadolu University, Department of Turkish Language and Literature (1991). He worked as a teacher and headmaster at Sungurlu High School and Hereke High School (1966-1974). Later on he held positions such as Head of the Branch Office, Vice-Chairman of the Department and Head of Department at the Correspondence Course Center, the Commission for Extensive University Education, the Department of Planning and the Programming and Evaluation Department of the Ministry of Education (1974-78). For some time he worked as the headmaster of the School for Correspondence Courses and as a teacher of literature and assistant headmaster at the Open University (1978-79). He had positions at the Ministry of Culture such as assistant manager of the Department of Research of National Folklore and at the Department of the Committee for Research, Planning and Coordination (1979-1993). He retired in 1993.

He wrote articles, essays and critiques on education, poetry, literature, folklore, folk literature, presentation, general knowledge and politics. His articles were published in reviews such as Türk Folkloru, Sivas Folkloru, Size, Adese, Millî Kültür, Türk Folklor Araştırmaları, Edebiyat-Folklor, Halk Kültürü, Tay, Kümbet, Erciyes, Ziya Gökalp,and Kültür-Sanat. He participated in the establishment of many reviews and newspapers where he acted as general editor and was a member of their publishing committees. He was the Head of the Editorial Department of the reviews Türksoy Dergisi and Karagöz Dergisi, which were published in Ankara. He has been the founder, owner and manager of the Kültür Agency, publishing in Ankara since 1994; the agency has published fifty-four publications.

Hundreds of his articles and scientific edicts were published abroad in other languages (Chinese, Kirghiz Turkish, Turkmen Turkish, Turkish, Azerbaijani, Rumanian, Italian, French, German, English, etc.). His articles were included in the Manas Ansiklopedisi (Encyclopedia of Manas) in Kirghiz. He has presented communiqués at over 150 national and international congresses, seminars and symposia in Turkey and abroad. He has also participated in the organization of many scientific meetings such as national and international congresses, seminars and symposia.

İvgin, who has a Radio and Television Programming Certificate from the Ministry of Education, presented the program Folklorumuza Emek Verenler (Those Who Labor for Our Folklore) on the Turkish Radio and Television Corporation’s Channel 2 from 1989 to 1990 (52 episodes), undertook the production and was specialist advisor of the ten-episode documentary Türk El Sanatları Belgeseli (Documentary of Turkish Handcrafts) and was text-writing and consultant on the documentary program Âşıklık ve Âşıklık Geleneğimiz (Bards and Our Tradition of Bards). He has been the text writer, specialist advisor, producer and consultant for hundreds of programs on television and radio, besides text writing for the production Halk Hikâyeleri (Folk Tales - 13 episodes). He has received over 150 acknowledgements, letters of commendation and honorary certificates as well as over 100 awards and plaques. Some of the most important awards he has collected are the İhsan Hınçer Award for Contribution to Turkish Folklore (1989), the Award of Turkish Poets for Advanced Arts (1987), the Award for Contributions to Bards (1984), the Award for Contributions to the Tradition of Bards (1994), the Mersin Award for Service to Culture and Arts (1995), the Award for Contributions to Traditional Turkish Theatre (1998) and the Award for Contributions to the Culture and Art of Samsun (2001). He has been given academic membership, honorary doctorate and professorships by science academies and universities in many countries.

He is a member of the Folklore Research Center, the Association for Fraternity between Turkey and Germany, the Association for Turkish-Pakistani Culture, the Association for Culture and Research of Bards in Ankara, the Association of Modern Kemalists, the Foundation for Culture and the Promotion of Republic, the Professional Association of Scientific and Literary Work Owners of Turkey, the Eurasia Foundation for Culture, Arts and Tourism, the Foundation for Turkish-Rumanian Culture, Arts and Friendship, the Turkish Association for Education, the Union of Aegean Researchers and Writers, the Union Internationale de la Marionnette  (UNIMA) and the National Center of Turkey.
