     Politician and writer (b. ?, Görüce – d. ?).  The dates of his birth and death are not known.  He worked in some sections of the women’s apartments at the palace in the times of Sultan Ahmed 1 and Sultan Murat IV. He was one of the attendants of Murat II and he participated in the Baghdad campaignHe was also a friend of İbrahim I who came to the throne after the death of Murat II.  In his treatises written to Murat IV in 1609 and to İbrahim in 1640, he gave information about the problems of the Ottoman Empire, its structure and the function of bureaucracy. The language he used in his second treatise was simpler.  Koçi Bey Risalesi (The Pamphlet of Koçi Bey) was published twice by Ali Kemâli Aksüt (1939) and by Zuhuri Danışman (1972).
